I don't like specifications at that level - I prefer tests. Check out the IETF - c.f. the <a href="http://www.tbray.org/ongoing/When/200x/2006/03/14/APP-Tests" rel="nofollow">Atom Publishing Protocol test suite</a>, versus trying to implement a JSR based purely on an incomplete spec.
